I'd want to make the roads look cleaner and still somewhat have its shape.. when I tried some tools it only made it looked like an avalanche went over them.

Yes, the Delaunay triangulation algorithm uses all the points and therefore it's very sensitive to noise.
You may want to use the more robust 'PoissonRecon' algorithm (http://www.cloudcompare.org/doc/wiki/in ... n_(plugin)) which gives a smoother result.
Another option might be to smooth the Delaunay mesh afterwards (Edit > Mesh > Smooth (Laplacian) (http://www.cloudcompare.org/doc/wiki/in ... Laplacian)).

Oh I think I'm up to something.. I think the best way is to just use zbrush..polygroup the roads and smooth em..
