I'm very new to all of this, so apologies if this has been answered before (I haven't been able to find another post with the answer I'm after).
I have a point cloud file (.txt) that I want to scale down in size (both in MB's and points/lines) without losing scale/resolution. Is there a way I can do this in CloudCompare (or in any other open source software?)? For what it's worth, the software that I've used to produce the .txt file has also produced .las and .obj files if this helps at all.

You should use the 'Edit > Subsample' tool: https://www.cloudcompare.org/doc/wiki/i ... CSubsample (and maybe use the 'random' mode if you just want to reduce the number of points)
