"show 'reference' entities" checkbox is not responsive

I am trying to Align by point pairs picking - it allows me to "show 'to align' entities"(Red) and I can put on 3 points fine, but "show 'reference' entities"(Yellow) checkbox is not responding so I can not select points on 2nd cloud. What am I doing wrong? I am running 111.3.

Are you sure you have select only one of the clouds as being 'Aligned'? Because if the two clouds are 'to be aligned', then CC considers that there's no 'reference' cloud (and you have to input the points manually in this case).

I am having the same issue.
