what does the SNE and CNE test do that is under the Sand box?

Ah! All methods in the sand-box should be ignored by standard users ;)

SNE = 'Spherical Neighborhood Extraction' test
CNE ='Cylindrical Neighborhood Extraction' test

Those methods are benchmark methods. They randomly extract neighbors in spheres (or cylinders) so as to evaluate the speed of the neighborhood extraction process in CC.
