Hi
I'm new to CloudCompare and point clouds. Is it possible to draw 3D vector lines between 2 individual points in the cloud, directly into CloudCompare? Is it then possible to save those lines out to CAD?

Yes. The easiest way is to do it with the 'Point List picking' tool:

Once you have selected the points, you can export them as a new polyline.
Eventually you will be able to highlight the generated polylines and save them as DXF.

I'd like to be able to see the line once drawn. Its purpose is to check the line of sight between the two points selected and therefore I need to see if there are any clashes with other points in the cloud.

You'll see the line once it is exported in the DB tree (i.e. once you click on the 'new polyline' entry in the Point List picking tool).
