No you have to use external tools (e.g. Visual SFM, Autodesk 123D or Micmac are free)

Oh yes, it's a very good (commercial) tool.
All these tools will basically produce either a point cloud or a triangular mesh.

It depends on what you mean by 'modelling' but the answer is probably 'yes, CloudCompare is not a (mesh) modelling tool' :D

Modelling as in importing photos(images) into cloud compare and generating it into a 3D model.

You have to select two entities so that they become enabled: 2 clouds or one cloud and one mesh, or 2 meshes but mind that in this case CloudCompare will only use the vertices of the compared mesh to compute the distances.
