works on object that is selected in DB Tree. Even those that are unchecked/not visible. This for me is never desirable. Operation should only be performed on visible objects.

I've zoomed the camera/view to exactly where I want it. I selected the two clouds in the DB tree hit the icon and I get zoomed all the way out to cloud extents.

In this case this is because the tool is in fact creating its own view and sending the selected entities into it afterwards. I'll see if we can copy the camera pose from the origin window (assuming there's only one!)."aligns two clouds by picking"
