1) do you want to measure the circumference? or simply the width? The first case, is a little bit more complicated, you'll need to extract the contour polyline - typically with the Cross Section tool. Then you'll get the perimeter in the resulting contour polyline properties. Otherwise for the second case you simply need to use the point picking tool and measure the distance between two picked points
2) The 'units' are the ones in which the coordinates are expressed in the input file. If you know what they are, you can rescale the 3D entity with 'Edit > Scale / multiply')

See
http://www.cloudcompare.org/doc/wiki/in ... ss_Section (especially the 'Extract a single contour' section)

Thanks for reply Daniel,
1> i got circumference shape of waist but, i didn't got measurements. Where i can get those measurements.
2>suppose i have two .ply files one is for front side of body another is for backside of body. now i want merge those two files by using CLOUD COMPARE then i will get 3d image of total body?
regards,
Ashok

Look at the 'length' parameter of the polyline.
And if I understand well your second question, indeed you can 'merge' clouds or meshes in CloudCompare (but it's simply all points or all triangles that are put together in a single entity).

You have to select the contour polyline, and look at its properties (bottom-left pannel).

how to find scale factor? (it means Dmax/Dmin)
here what is Dmax? and what is Dmin?
i am thinking that Dmax= length we getting on cloud compare
Dmin = original length
Thanks & Regards,
Ashok

I don't know about which 'scale factor' you are referring to (are you referring to an article or website?)
