So we have TLS scans of forests, and what we'd like to do is:
1) Create a "seed point" in the middle of a tree trunk (no points, there is a disk of points around the area we want to place the point)
2) Create an "attribute" table to add data to
3) Have a way to virtually measure the width of the trunk and the height of the tree using small visual "slices" of the data, and easily add these points in.
Does CloudCompare have any of these features? If not, any recommendations for a system that might?

A way to do that is with a combination of LAStools and GIS manipulation. However, creating such algorithms is not an easy task and requires some experience. Reading into academic papers might be a good way to start!
