Cesium 3D Point Cloud Tiles

New Here today. Wonderful set of tools here. Does anyone have any suggestions on the best tools to create 3D Cesium Point Cloud Tiles? Has anyone discussed a plugin for Cloud Compare?

What's "3D Cesium Point Cloud Tiles" exactly? Are you just referring to point cloud tiling? (not sure about the "cesium" part actually)
