Is there a way to run the "Batch Export Plane Info" tool in CloudCompare command line? I want to try and filter the RANSAC plane results by the Dip/Degree information. That .CSV would be really useful to have for some automated scripts.

I don't think so. You would have to hack/update the code to do that.
