It can be useful to lock the rotations around X and Y in the cloud alignment. For terrestrial laser scans only the rotation around Z must be estimated. The scan origin can also be known by GPS or by topographic survey, and optionally can be set manually and locked.

The rotation axis can now be locked in both 'point-pair based' and ICP registration tools.
For the origin, you can already set points manually in the 'point-pair based' alignment tool. You could also achieve an equivalent operation with the 'Global Shift & Scale' mechanism (see the 'Edit > Edit Global Shift and Scale' method of the v2.5.5 - should be released soon).
